We ask for this because he is merciless. He loved to kick the poor and downtrodden, and sought to kill the broken-hearted. He loved cursing, and so give him that cursing. He detested blessing, so let blessing remain far away from him. He would put on curses like a comfortable coat; let those curses of his seep into him deeply. Tie those curses around him permanently. Let this be the clothing of all our enemies.

Because I do not believe that Doug is praying to the One, True God, I think this passage is applicable.
He does not (and very likely cannot) distinguish between himself and deity. Therefore, he prays to himself and works diligently to answer his prayers, at least to the extent that he curses those whom he calls enemies.
Correct me if I am mistaken, but is not Doug Wilson quoting Psalm 109? This is a prayer against someone who holds an office, as a priest/judge, I believe. I have had to pray portions of this Psalm to appeal to Jesus Christ for judgment against a pastor, who acted like a Satanist rather than a Christian man. He had openly cursed my young teen daughter before the congregation. The reason for this was he was angry with me for showing him two scriptures, and my punishment was that he declared that my daughter would never again sit with me in church. From then on, she was ill on Sundays and Wednesdays if she tried to attend church. There are many such evil men lording it over the flock these days. This incidence of mine happened in 2001.
