“At the same time, I would urge that the civil penalties applied would be measured and limited.” Douglas Wilson
Readers may be interested to learn the exact timing of Steven Sitler’s “woman in a bikini” episode. According to the Special Progress Report, Mr. Sitler reported the event to his probation officer on September 6:
“On September 6, 2016, I received a telephone call from Mr. Sitler. . . . Mr. Sitler told me he needed to report an incident that he had acted on approximately 3 weeks prior.”
Therefore, working backwards from September 6 and subtracting three weeks from it, we arrive at the day before Mr. Sitler’s hearing to reinstate his wife as a chaperone and to allow him access to his 1 ½-year-old son. And since Mr. Sitler used the term “approximately,” we may add or subtract a few days on either side.
It’s interesting that within days of Judge Stegner reinstating Katie Sitler as a chaperone, Steven Sitler admitted that he stalked another woman after he “could not stop thinking about her. . . continued thinking about her and hoped to meet her.”
